La Xarxa de Fibra Òptica del Valle de Erro Roncesvalles (REFOVER) és una iniciativa impulsada des dels concistoris del Valle de Erro i Roncesvalles amb la col·laboració de la Fundació guifi·net per desplegar una xarxa de fibra òptica mancomunada al territori de la vall. L'objectiu és que aquesta xarxa acabi arribant a qualsevol casa, empresa o explotació amb independència de la seva ubicació. D'aquesta manera potenciem l'economia local i amb diversitat d'alternatives d'oferta de serveis per part dels operadors d'àmbit local, regional o estatal.

Unlike conventional models where the network is owned by a single operator who exploits it, a shared network is a hybrid infrastructure, consisting of radio links and fiber optics, used by multiple actors who have invested in making it possible or make use of it. Furthermore, it has management mechanisms typical of common goods such as communal meadows or forests to ensure communal management and prevent anyone from appropriating it.

This model has advantages such as:

- Having an open, free and neutral network.

- Sharing the same network with multiple operators.

- Environmental sustainability as infrastructure is not duplicated.

- Cost reduction

- Users have the option to choose between different commercial options.
