Índex de Sobirania Tecnològica

La Fundació guifi.net analitza les principals operadores de serveis de telecomunicacions per conèixer el seu compromís amb la TECHNOLOGICAL SOVEREIGNTY.

Entenem la sobirania tecnològica com la citizen capacity to be informed and participate in the management and construction of telecommunications infrastructures. Entenem l'accés a internet com a dret humà (ONU, 2011) i treballem per a desenvolupar una alternativa que permeti l'accés a tothom sense discriminacions de cap tipus, que afavoreixi el desenvolupament econòmic local i una economia social basada en principis d'eficiència i sostenibilitat.

Sota aquesta premissa, analitzem les companyies d'acord amb els següents 5 principles:

1 Commons Network VS. Private network

In the Commons Network or similar guarantees are offered that the infrastructure is managed in a common way through participation guidelines that ensure equal opportunities and avoid speculative practices. The Private Network is when the owners of the infrastructure manage it according to their own criteria and private interests, often involving bad practices (degradation of access to competitors' services, disinvestment, duplication of infrastructures, etc.) or speculative practices. s'ofereixen garanties de que la infraestructura es gestiona de manera mancomunada a través d'unes pautes de participació que asseguren la igualtat d'oportunitats i eviten pràctiques especulatives. La Xarxa Privativa és quan els titulars de la infraestructura la gestionen segons el seu criteri i interessos privats, sovint implicant males pràctiques (degradació de la qualitat d'accés als serveis de competidors, desinversió, duplicitat d'infraestructures, etc.) o pràctiques especulatives.

2 Inclusive Economy VS. Extractive Economy

The inclusive economy aims to offer opportunities to everyone and to distribute wealth among the various actors involved. On the other hand, the extractive economy takes advantage of the resources generated in the market for the individual enrichment of some companies.

3 User care in Catalan

We have focused on those companies that comply with Law 1/1998, of January 7, on language policy. All companies that market in Catalonia must be able to assist the user in Catalan. There are still companies that do not comply with this!

4 Local headquarters VS. Multinational headquarters

We have evaluated those companies that have their headquarters in Catalan territory and, therefore, pay taxes and are governed by Catalan legislation.

5+ Social and Solidarity Economy with participatory functioning

Hem observat aquelles operadores que compleixen amb els requisits de l'SSE (satisfacció de necessitats per sobre del lucre, aposta per la propietat col·lectiva i la gestió democràtica, compromís amb la comunitat, la sostenibilitat ambiental i l’equitat de gènere, participatory functioning, perspectiva transformadora de l’economia i la societat). Són cooperativa d'usuaris/es o associació (on les persones sòcies decideixen conjuntament on es destinen els recursos).
